Time out has expired and the operation has not been completed

Hi

I am deploying an ADFS 2012r2 with 2 ADFS servers and 2 WAP servers.

I have successfully farmed the 2 ADFS servers and 1 WAP server.  I cannot join the second WAP server to the farm.

When using Power Shell or the WAP Wizard It fails with the Time out has expired and the operation has not been completed

In the event logs appears with

Unable to retrieve proxy configuration data from the Federation Service.

But then moves on to

The federation server proxy successfully retrieved its configuration from the Federation Service 'adfs.mydomain.com"

So it looks like it has successfully configured. But it hasnt.

I had the extact same issue on WAP server 1 and the work around was to add a reg key in for the TCP KeepAliveTime

HKLM\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters

I Have done the same on WAP 2 but no luck.

Has anybody come across this issue before?
